I think it’s far too advanced for that age group and I would rate it more as about seven years and older. There is a lot of reading and they need to be looking at the status bar pretty often. If mom and dad are willing to play along, then younger kids can play.

As for the gameplay and graphics, both are very cute and fun. You’re given a fair amount of options in the free version but if you want to unlock more items and possibilities you’ll need to make in-app purchases.
